VACANCY NOTICE
POST OF SENIOR TECHNICAL OFFICER
The National Telecommunications Regulatory Commission (NTRC) St. Lucia is seeking applications from interested persons for the position of Senior Technical Officer.
Core Functions
Under the directive of the Chief Executive Officer (CEO) to the Commission, the Senior Technical Officer will be responsible for executing and supervising all technical operations necessary to ensure that the NTRC adheres to the prescribed provisions and standards outlined in the Telecommunications Act. This includes maintaining compliance and ensuring the optimal functionality of all technical equipment managed by the Technical Unit.
Duties include:
1. To Efficiently conduct the Technical Unit’s operations and supervise the Officers of the Technical Unit;
2. To prepare the Technical Unit’s work plan and associated budget;
3. To schedule and undertake all spectrum monitoring and management activities.
4. To advise the Commission on all technical issues, such as those related to management of the radio frequency spectrum and numbering.
5. To assist in the administration of numbers allocations and assignments in St. Lucia.
6. To investigate, report and advise on complaints or conduct concerning allegations of breaches of the law, as it pertains to telecommunications.
7. To conduct inspections to ensure compliance with prescribed technical standards.
8. To prepare and submit regular reports to satisfy the advisory and investigative functions associated with the position.
9. To maintain and upkeep records arising out of the execution of the prescribed duties, such as those related to spectrum monitoring and management, numbering allocations and assignments, and investigation of complaints.
10. To assist in the formulation of policies and strategies for carrying out the responsibilities of the Commission under its enabling main and subsidiary legislation.
11. To establish and maintain effective links with national, regional, and international agencies, as might be necessary, in keeping area of work.
12. To provide technical support and recommendations to the universal service fund office (USFO) when required.
13. To perform such other related duties as may be assigned from time to time.
Qualifications and Experience
Candidates should normally possess:
1. A Bachelor’s Degree in Electronic/Telecommunications Engineering form a recognized accredited university or other related field. Exposure to instrumentation, radio wave propagation and Information Communications Technology (ICT) would be an asset.
2. At least five (5) years’ work experience in the field of electronics or telecommunications engineering and at least three (3) of which must be post qualification experience.
3. Required to have basic testing and diagnostic skills, especially those associated with radio wave propagation.
4. Proficient use of business productivity applications preferably Microsoft Office Suite (MS Word, MS Excel, MS Access etc.)
Compensation
A competitive compensation package will be determined in accordance with qualifications and experience.
Emoluments will be subject to local income tax legislation.
