Mobile Network means a telecommunications network used to provide a telecommunications service that:
Permits a customer to move continuously between places (including places accessing that network through different mobile base facilities) during the provision of a single call; and does not require physical contact between that network and the customer equipment.
The Licensee is authorized to provide the following services to the public:
- mobile voice telephony services;
- mobile data services;
- mobile information services;
The Licensee is authorized to establish, own and operate all telecommunications facilities necessary for mobile telecommunications network or networks, provided that network is used to provide:
- mobile voice telephony services;
- mobile data services;
- mobile information services;
Fixed Service means a telecommunications service that is not provided over a mobile network;
The Licensee is authorised to provide the following telecommunications services to the public:
- domestic or international fixed services;
- fixed telecommunications or information services;
- fixed services using wireline or wireless technology, or any combination thereof; and
- fixed services provided using switched or packet technology, or any other form of transmission, or any combination thereof.
Submarine Cable Telecommunications Network means a Telecommunications Network consisting of submarine telecommunications cables and terminating in a Cable Termination Station;
The Licensee is authorized to provide telecommunications services to other Licensed Operators including:
- domestic or international services;
- transit or terminating services;
- information services;
- services provided using packet technology, or any other form of transmission, or any combination thereof.
The Licensee is authorized to provide to the public the following Internet services using facilities owned and operated by the Licensee or such other licensed operators:
- Provision of Internet services
- Provision of wholesale Internet Service
- Provision of e-Commerce services such as Web Hosting and Transaction processing;
- Provision of applications such as Mail Services, News Groups, Chat Forums, IP Address Allocation and Management, Unified Messaging and Applications Service Provision;
- Provision of security services such Authentication, Firewalls, Certificates, Encryption, Tunneling, Intrusion Detection, Virus Screening;
- Provision of broadcast services over the Internet including audio, video and other media distribution
- Provision of voice services over the Internet;
Licensing Requirements
- Applications to be submitted in triplicate
- Contact / Business details inclusive of names and nationality of company directors / secretary
- Articles of incorporation (if relevant)
- Business plan covering 5 years inclusive of Forecast Balance Sheets, Income Statements and Statements of Cash Flow for each of the five (5) years following the commencement of operation;
- For a going concern, please provide Approved, Audited Balance Sheets and Income Statements for the three (3) most recent years.
- Diagrammatic representation of the applicant’s share structure (if applicable)
- Applicant’s current and proposed radio activities, inclusive of current and proposed radio infrastructure and frequency authorizations

The Licensee is authorized to establish, own and operate all telecommunications facilities necessary for the transmission of free-to-air television broadcast telecommunications services whether:
- using wireline or wireless technology, or any combination thereof, provided that network is used to provide broadcast television programming;
- reception for retransmission from satellite networks; or
- used in conjunction with other multi-media services
In this context, the term “transmission” relates to the infrastructure for the transport of signals intended for the distribution of television programming
The Licensee is authorized pursuant to this Licence to establish, own and operate all telecommunications facilities necessary for the transmission of Broadcast telecommunications services whether:
- using wireline or wireless technology, or any combination thereof, provided that network is used to provide [Broadcast audio/television-over air-cable, subscription] programming;
- reception or retransmission from satellite networks; or
- used in conjunction with other multi-media services
In this context, the term “transmission” relates to the infrastructure for the transport of signals intended for the production of broadcast audio or television programming.
The Licensee is authorized to establish, own and operate all telecommunications facilities necessary for the transmission of broadcast telecommunications services whether:
- using wireline or wireless technology, or any combination thereof, provided that the network is used to provide audio broadcast programming; or
- reception and retransmission from any source.
In this context, the term “transmission” relates to the infrastructure for the transport of signals intended for the production of broadcast audio programming.
The Licensee is authorized pursuant to this Licence to establish, own and operate all telecommunications facilities necessary for the transmission of broadcast telecommunications services whether:
- using wireline or wireless technology, or any combination thereof, provided that network is used to provide broadcast television programming;
- reception for retransmission from satellite networks; or
- used in conjunction with other multi-media services
- In this context, the term “transmission” relates to the infrastructure for the transport of signals intended for the distribution of television programming.
- International Simple Voice Resale (Switchless)
The Licensee is authorized to provide international voice telephony services being the provision of international switched or switchless minutes obtained from a Licensed Telecommunications provider, by means of:
- Private circuits, Frame Relay, Internet Protocol, ATM, PSTN and ISDN dial-up, Digital Subscriber Line derivatives, Mobile or Fixed Broad-band Wireless, Point-To-Point or Multipoint Systems, Satellite Systems, Lightwave Optical Fiber Systems, or other Wireline or Wireless Access Technologies.
- Public and Private Pay Stations including (but not limited to):
- Coin phones
- Prepaid card phones
- Credit Card phones
- Call direct phones
- Any telecommunications facility or network element owned and operated by other licensed operators.
The Licencee is authorized pursuant to this Licence to provide to the public the following Internet services using facilities owned and operated by the Licencee or such other licenced operators:
- Provision of Internet services operating over Private Circuit, Frame Relay, ATM, PSTN & ISDN dial-up, Satellite, Digital Subscriber Line derivatives, Mobile, Fixed broad band wireless or other access technologies;
- Provision of wholesale Internet Service such as Internet connectivity to other ISPs, provision of Virtual ISPs and peering arrangements;
- Provision of e-Commerce services such as Web Hosting and Transaction processing;
- Provision of applications such as Mail Services, News Groups, Chat Forums, IP Address Allocation and Management, Unified Messaging and Applications Service Provision;
- Provision of security services such Authentication, Firewalls, Certificates, Encryption, Tunneling, Intrusion Detection, Virus Screening;
- [Provision of broadcast services over the Internet including audio, video and other media distribution]
- Provision of voice services over the Internet;
- The Licensee is authorized pursuant to this Licence to provide the following services using facilities owned and operated by the Licensee or such other licensed operators:
- Provision of Private Telecommunications Services operating over Private Circuit, Frame Relay, ATM, Satellite, Digital Subscriber Line derivatives, Mobile, Fixed broad band wireless or other access technologies;

Land mobile radio system (LMRS), also called public land mobile radio or private land mobile radio, is a wireless communications system intended for use by terrestrial users in vehicles (mobiles) or on foot (portables). Examples are walkie-talkies and two way radios in vehicles.
A land mobile radio licence is issued for commercial users of the radios while domestic users of such radios are issued Family radio licences.
Maritime mobile radio is a wireless communications system intended for use by marine users in boats (mobiles), on foot (portables) or on land, (base / coastal stations).
Amateur radio is a wireless radio technology enjoyed by “hams” as a hobby. When cell phones, regular phones, the internet and other systems are down or overloaded, Amateur Radio still gets the message through. Amateur Radio therefore is also a service –a vital service that has saved lives when regular communication systems failed.
Citizens Band radio (also known as CB radio) is, in many countries, a system of short-distance radio communications between individuals on a selection of 40 channels within the 27 MHz (11 m) band. Citizens band is distinct from the FRS, GMRS, MURS, and Amateur Radio Service (“ham” radio) systems.
