The Eastern Caribbean Telecommunications Authority (ECTEL) invites proposals to provide the following consultancy services: Review of the Spectrum Management Framework and Spectrum Fees for the ECTEL Contracting States.

Proposals must be submitted electronically by email in PDF format and addressed to the Managing Director of ECTEL at the following email address: procurement@ectel.int. Responses must be received by 4:30p.m. AST on April 15, 2025.

A Consultant will be selected based on the quality and cost of the proposal described in this Request for Proposal (RFP).

1. Can you please clarify what deductions, if any, would be applied to an invoice issued by a consultancy firm based in the UK?
2. The Letter states the proposal deadline is the 15th April but section 4.5 refers to a submission date of xx March – can you please confirm the delivery deadline?
3. Would it be possible to publish links to the definitive pricing schedule(s) that are to be updated? We have reviewed the schedules we have found for the different countries and note they are not identical – are you seeking a standard, single schedule for all markets?

5. Can you confirm that all elements of the pricing schedules should be reviewed including those prices for licences which are unrelated to spectrum – please confirm the scope of the review?

ECTEL’s Response to Query #1:
1. Typically, ECTEL makes no deductions to invoices.
2. There is a typographical error in 4.5, the deadline for proposal delivery is 15th April 2025.
3. Links to the definitive pricing schedules will be shared with the winning bidder. However, schedules are accessible in the Telecommunications (Fees) Regulations at https://www.ectel.int/ 
4. Yes, ECTEL is seeking to harmonise the schedule for spectrum fees (Schedule 3- Frequency Authorisation Fees) of the Telecommunications (Fees) Regulations of the five (5) ECTEL Member States, although some minor variations may be permitted in each ECTEL Member State. Kindly note that the ECTEL legislative framework (including regulations) are harmonised across the five contracting states but not necessarily identical
5. This consultancy is focused only on reviewing spectrum related prices Specifically Schedule 3- Frequency Authorisation Fees.
6. A single set of fees generally applicable to all countries but may contain minor variations in a few countries.
