To the National Telecommunications Regulatory Commission to consult on:

1. The National Telecommunications Regulatory Commission received a submission from ECTEL containing ECTEL’s recommendations to Amend the Licence Classification Notice to include Non-Terrestrial Networks and Services Licences, and the Telecommunications (Fees) Regulations of the ECTEL Member States for Point-to-Multipoint Wireless Services.
2. A copy of the Consultation Document to “Amend the Licence Classification Notice to include Non-Terrestrial Networks and Services Licences, and the Telecommunications (Fees) Regulations of the ECTEL Member States for Point-to-Multipoint Wireless Services.” is available on the ECTEL website (www.ectel.int) and copies can be made available upon request from the National Telecommunications Regulatory Commission.
3. The Initial Comments period was set for Monday 15th August 2025 to 10th October 2025 and was subsequently extended to Friday 24th October 2025.
4. ECTEL received comments from:

5. These initial comments are hereto attached and ECTEL now invites comments to these comments.
6. The period for reply comments (Comment on Comments) period will commence on Wednesday 29th October 2025 to 12th November, 2025
7. Following the Comment on Comments period, the Directorate will review all submissions and present revised versions of the Amendment to the Licence Classification Notice to include Non-Terrestrial Networks and Services Licences and the Telecommunications (Fees) Regulations of the ECTEL Member States for Point-to-Multipoint Wireless Services to the Council of Ministers.
