Comment on Comments: Consultation- Recommendation for market competition assessment methodology

To the National Telecommunications Regulatory Commission to consult on:
“Market Competition Assessment Methodology”

1. The National Telecommunications Regulatory Commission received a submission from ECTEL containing ECTEL’s recommendations for Market Competition Assessment Methodology.

2. A copy of the Consultation Document “Market Competition Assessment Methodology” is available on the ECTEL website (www.ectel.int) and copies can be made available upon request from the National Telecommunications Regulatory Commission.

3. The Initial Comments period was set for Monday 16th February 2026 to 16th March 2026 and was subsequently extended to Monday 20th April 2026.

4. ECTEL received comments from:
(i) FLOW
(ii) Digicel
(iii) NTRC St. Vincent and the Grenadines

5. These initial comments are hereto attached and ECTEL now invites comments to these comments.

6. The period for reply comments (Comment on Comments) will commence on Wednesday 22nd April 2026 to Friday 8th May, 2026.

7. Following the Comment on Comments period, the Directorate will review all submissions and present a revised version of the Market Competition Assessment Methodology to the Council of Ministers for approval.

8. All responses to this Consultative Document should be written and sent by post or email no later than 4:30 pm on Friday 8th May 2026 to: –
