Signing ceremony for the DRIVE Project Contract
[Saint Vincent and the Grenadines] – The NTRC and FLOW officially signed the contract for the Digital, Resilience, Inclusion, Virtual access and Empowerment (DRIVE) Project under the Universal Service Fund (USF) on May 27, 2026.
The DRIVE Project’s key objectives are to:
- Expand digital access for schools, households, NGOs, and institutions serving the elderly and persons with disabilities.
- Enhance disaster resilience through emergency power and communications equipment.
- Promote digital literacy and ICT skills by providing vulnerable households with access to a subsidized internet package at a cost of $20 per month, which includes a laptop and access to a professional development course.
- Improve connectivity infrastructure, including broadband internet, computers, and audiovisual technology.
FLOW has been awarded the contract to provide the service, which will run for a duration of five (5) years. The project, valued at EC $1,632,352.81, will be financed through the USF, one of the mandates of the NTRC’s Telecommunications Act.
The ceremony was attended by the Chairman of the NTRC- Mr. Benjamin Exeter, USF Administrator – Ms. Shadeja Gordon, Country Manager of FLOW – Ms. Andrea Liverpool, SME Account Executive of Liberty Business Limited – Ms. Applianna Smith, Senior Director Regional Projects Technology Operations of Liberty Business- Mr. Kurt Preston, Senior Manager Technology Operations of FLOW- Mr. Duane Samuel, and members of the media.
